This is an upward mobility developmental position. The work at the levels advertised allow for growth and development through training and mentoring.
For the GS-05: Completion of at least 4 years above the high school level or a bachelor’s degree with major study in computer science, information science, information systems management, mathematics, statistics, operations research or engineering, or course work that required the development or adaptation of computer programs and systems, and provided knowledge required to a major in the computer field.
For the GS-07: Successful completion of at least one year of graduate level education. This education must have provided the knowledge, skills and abilities to perform the duties of this position; OR Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
NOTE: Transcripts and/or documentation supporting S.A.A. must be submitted at time of application; OR, a combination of specialized experience and graduate level education.
ELIGIBLE VETERANS WHO APPLY TO “RECENT GRADUATE” VACANCIES: The 2-year period of eligibility will be extended for veterans who are precluded from applying within the two-year window, as defined in par. 5.(a)(1), due to a military service obligation. In such cases, veterans will have up to 2 years from the date of discharge or release from active duty to apply for the Recent Graduates Program, but eligibility cannot extend for more than 6 years after the date on which the individual completed his or her educational requirements.

SPECIFIC TRAINING REQUIRED:
Certifications and/or degrees should be from accredited schools where the major is in information technology, computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Applicants who have met the BASIC EDUCATION REQUIREMENT and have a certification in programming language and/or database management are preferred.

Transcripts: You MUST submit your unofficial college transcripts with your application to include transfer courses and grades to calculate GPA, along with your graduation date. If you have graduated within the past 30 days and your transcripts have not yet been updated to include your graduation date, you must also include your graduation date, including both month and year, on your resume, or provide a letter from your college or university with your graduation date. Applicants who fail to provide transcripts AND degree completion information (if degree date is not shown on the transcripts) will be marked as insufficient and will not receive consideration for this position. Verification of education from the selected applicant’s education MUST be established before hired.
HOW YOU WILL BE EVALUATED:
Your resume and application will be reviewed to ensure that you are qualified through the education requirement, any certifications, and/or additional specialized experience. In addition, your responses to the questionnaire must be substantiated by the resume submitted. If a determination is made that in responding to the vacancy questions you have rated yourself higher than is evident in your resume, experience, and /or education, your score may be adjusted by a Human Resources Specialist.
Basis for Rating: Qualified candidates will be assigned to one of three quality categories: Best Qualified, Well Qualified and Qualified. Veteran preference eligibles are listed ahead of non-preference eligibles within each quality category.
- Best Qualified. Candidates in this category possess exceptional skills and experience to exceed well above the minimum requirements for the announced position (included in this category are any preferred skills, knowledge, and/or additional certifications).
- Well Qualified. Candidates in this category possess good skills and experience above the minimum requirements for the announced position.
- Qualified. Candidates in this category meet the minimum experience requirements for the announced position.
CTAP/ICTAP QUALIFICATIONS: Individuals who have special priority selections rights under the GSA’s Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be rated well qualified to receive priority selection consideration. An applicant under this priority consideration MUST submit the required documentation outlined in the Required Documents section of this vacancy announcement, including documentation certifying their STATUS as ICTAP or CTAP. Applicants eligible for CTAP/ICTAP will be considered well qualified if they have a score of 85. NOTE: Upon completion of the 1-year career development program, the Recent Graduate may, at agency discretion, be non-competitively converted to a permanent appointment. There is no guarantee for conversion.
NOTE: Applicants determined to be qualified at the GS-5 and GS-7 level are required to complete the Administrative Careers with America (ACWA) assessment and obtain a passing score in order to be further considered. Applicants will be notified with the necessary information and timeframe to complete the ACWA assessment.
